Project StART

Project StART is one of the three Family Violence Specialist Centres in Singapore, appointed by the Ministry of Social and Family Development ('MSF'), to provide community-based services for persons affected by family violence.

The centre has a specialised service focus in helping vulnerable persons with mental incapacity and/or disability. Project StART handles various types of complex family violence case which includes family protection intervention work.

Service Boundaries

Region: West and South, North-West, South-West Chinatown, Telok Blangah, Tanjong Pagar, Bukit Merah, Tiong Bahru, Alexandra, Queenstown, Commonwealth, Tanglin Halt, Holland, Ghim Moh, Clementi, Bukit Batok, Jurong, Boon Lay, Upper Bukit Timah, South Bridge, Chin Swee, Meiling, Outram, Dover, Pasir Panjang, Choa Chu Kang, Taman Jurong, West Coast, Sentosa, Lim Chu Kang.
(Service boundaries are indicative and serve as a guide. Project StART receives referrals islandwide.)

Services

Upon receiving a referral or a walk-in, Project StART will conduct a social inquiry and perform risk/ needs assessments. To ensure the safety of the victim and other vulnerable family members, a police report may be made if a life threatening situation is being identified. Beyond the point of intake and referral, Project StART develops saftey plans and violence control plans with victims and alleged perpetrators respectively. We also work closely with other family members and the extended network system to bring about welfare and safety.

Public Education

Care Corner Project StART organises outreach and public education events on family violence. These public education events aim to create greater awareness in the community about the issues of family violence. These events are held together with key partners such the MSF, the police and other community partners

Personal Protection Order (PPO) Application

A PPO is a court order that orders an abuser to stop family violence. You can apply for a personal protection order via video link facilities at Project StART. If you are below 21 years old, your relative, guardian or any person responsible for your care or an appointed social worker can apply for a PPO on your behalf. To apply, bring your NRIC or birth certificate, police and medical report if any.

Our video-linked PPO application services are available on Mondays, Tuesdays, Thursdays and Fridays (except public holidays) 10.00am — 4.30pm. Last Appointment is at 12.30pm.

Adult Protection Team

The Adult Protection Team (APT) is a multi-disciplinary advisory group commissioned by the Ministry of Social and Family Development (MSF) to provide consultation on vulnerable adult abuse cases. It comprises professionals with knowledge in geriatric medicine, elder or adult psychiatry, psychology, social work, special needs, law and law enforcement. The team plays a pivotal role in providing multi-disciplinary assessments for the benefit of families experiencing family violence. Project StART chairs the APT meeting on a regular basis. Professionals working with persons facing family violence and who wish to consult the APT can email your requests to us.
